GENERAL INFORMATION
The state of Washington’s “Border Bill” legislation was first enacted to allow Oregon residents who live in specified counties to attend WSU Vancouver part-time (eight credits or less per semester) and pay resident tuition rates for courses taken through the Vancouver campus.
In 2009 the law was expanded to include individuals who relocated from one of the eligible Oregon counties to the state of Washington within the previous 12 months.

NOTE: Border Bill application can be filled out for both traditional terms: fall and spring and does not apply to summer.
PRIORITY DEADLINE
To ensure that your student account accurately reflects your tuition rate on the first day of the term, you must submit this application and all supporting documentation at least three weeks prior to the start of the semester. Applications received after the priority deadline will be reviewed and processed as time allows.
ELIGIBLE OREGON COUNTIES
The specific Oregon counties whose verified residents are eligible for this benefit are: Clackamas, Clatsop, Columbia, Morrow, Multnomah, Umatilla, Union, Wallowa and Washington.
NOTE: A similar waiver opportunity is available for verified residents of the following counties in Oregon: Gilliam, Hood River, Sherman and Wasco. Students from these counties should complete the Border Bill application form and provide the required documentation as outlined below to be considered for the alternative waiver of nonresident tuition (eight credits or less per semester).
EXCLUSIONS and RESTRICTIONS
- The Border Bill does NOT cover courses offered through WSU Pullman, WSU Spokane or WSU Online.
- International students are not eligible for this benefit.
- You are not eligible for the Border Bill if you have lived in Washington for more than 12 months.
- If you choose to enroll in more than eight credits total for a single academic term, you will pay nonresident rates for ALL credits.
- If enrollment for a specific semester is eight credits or less but the Border Bill does not cover some of the credits, your account will reflect both resident and nonresident fees. For example, if you register for three credits through WSU Vancouver and three credits through WSU Pullman, your charges would be three credits of resident tuition for the Vancouver course and three credits of nonresident tuition for the Pullman course.
NOTIFICATION and RESPONSIBILITIES
We will contact you if more information is required for your application or additional supporting documentation is needed. You will be notified by email whether or not you qualify for the Border Bill. If WSU determines you are eligible for the Border Bill your student account will be adjusted accordingly. You are responsible for all other fees including late registration fees, late payment charges, special course fees, etc. Please call 360-546-9559 if you have any questions about your student account.
